Biography

He received his undergraduate degree in Business Administration from Pace University (New York City) in 1969 and graduated from Newport University Law School in 1993.

Mr. Richter obtained his Certified Public Accountant license in 1972 and was associated with the Norfolk, Virginia office of Peat, Marwick & Mitchell, CPA's. He was a tax supervisor in that office specializing in assisting attorneys involved in civil and criminal tax controversy and litigation, including fraud and non-filer compliance.

From 1973 through 1993, Mr. Richter practiced public accounting for his own accounting firm, specializing in business formation, civil and criminal tax controversy and litigation. In 1985, he formed a land development and custom home construction company which operated in three states and was responsible for the production and marketing of more than 1,500 homes. In 2000, Mr. Richter became very involved in the development and growth of Internet based businesses and served as general counsel to small, mid-sized and large Internet based companies.

Mr. Richter became President of Media Breakaway, LLC, in 2005 and additionally Chief Executive Officer of MBmobile, LLC, in 2009. Headquartered in Westminster, Colorado, these companies have risen to the top tiers of their respective industries. Since his arrival, Media Breakaway has posted record breaking revenues and profits, initiated employee based incentive reward programs and increased its attention to customer service and compliance issues. In 2007 Media Breakaway, LLC was ranked #189 on the Inc. 500.

He has been a featured speaker on internet law and compliance at several Affiliate Summits, the FTC SPAM Forum and has published articles and made presentations pertaining to internet law, civil and criminal tax controversy, accounting malpractice and litigation. He was a member of the Tax Sections of the State Bar of California (Tax Litigation and Procedure Committee) serving as Vice Chairman, the San Diego County Bar Association Tax Section, where he was Chairman and for several years participated on the editorial staff of San Diego Lawyer Magazine.

Mr. Richter is admitted to the U.S. Supreme Court, U.S. Court of International Trade, Ninth Circuit Court of Appeals, U.S. Tax Court, U.S. Court of Federal Claims, U.S. District Courts of Colorado and Texas, the Eastern, Central, Northern and Southern Districts of California and all California State courts. Mr. Richter served as a San Diego County Deputy District Attorney in a pro bono capacity and in 2010 he became a Licensed Solicitor in the United Kingdom and Wales.

He is an active member of the International Association of Privacy Professionals and became a Certified International Privacy Professional (CIPP) in 2010. He is also a member of the Mobile Marketing Association's Affiliate sub-committee.

He avidly plays tennis, ice hockey and he and his wife enjoy sailboat racing and cruising.
